On behalf of Naval Justice School (NJS), welcome to the Senior Leader Legal Course (SLLC). If you are unable to attend the SLLC, please notify the NJS Registrar, Matthew Hill, as soon as possible (contact information is below). Please bring a copy of your travel orders on the first day of class.

Course Description

The Senior Leader Legal Course is a three-day course designed to prepare O-5 and O-6 commanding officers, executive officers, and senior enlisted leaders/advisors (SEL/SEA) for the legal issues they will likely face as a command triad and team. Previously, the SLLC was called the Senior Officer Course (SOC). NJS has integrated the SOC with the Senior Enlisted Legal Course (SELC) to form the SLLC. The SELC will no longer be offered. Senior enlisted should register for the SLLC to obtain legal training when detailed to a SEL/SEA billet. The topics covered include: investigations, non-punitive measures, non-judicial punishment, administrative separations, officer misconduct, military justice, sexual harassment, sexual assault, ethics, civilian personnel law, law of armed conflict, rules of engagement, law of the sea, free speech and political activities, overseas legal issues, gifts, fundraising, and legal assistance.

Course Schedule

In light of COVID-19-related travel restrictions and safety precautions, SLLC will be executed in a virtual environment until further notice. Courses will use the Zoom for Government platform to execute the three-day course. In order to take part in the course, you will need to access the Zoom for Government platform from a non-NMCI computer. You must attend all blocks of instruction to receive credit for completing the course. For each day of SLLC, instruction will commence at 0900 and conclude at 1700.


The primary resource used in instructing the SLLC is the USN/USMC Commander's Quick Reference Legal Handbook (QUICKMAN). NAVADMIN 188/19 announced multiple changes to administrative processing procedures. These changes will be captured in future versions of the QUICKMAN; we recommend occasionally checking this page to ensure you have the most recent electronic version of the QUICKMAN. This guide provides procedural information to assist commander's with legal matters within their command. While this guide serves as a useful tool to spot and develop solutions for legal issues, it is not a substitute for the informed advice of a judge advocate. This reference, like all reference material, is meant as a guide and is not, by itself, authoritative legal or regulatory information. Statutes and service regulations always supersede contradictory guidance that may be contained in this reference. Under all circumstances, commanders ‐ whether utilizing this guide or not ‐ are strongly urged to contact a judge advocate to seek personal guidance in handling all legal issues that may arise in execution of command responsibilities.


NJS is located in Building 360 onboard Naval Station Newport. Signs will be posted at NJS directing you to the classroom. Driving directions and information on the Newport area are available here. All students must reserve their lodging using or call 1-877-NAVY-BED (628-9233). If all rooms are booked, a Certificate of Non-Availability will be issued.


The uniform of the day for this course will be Service Khaki or Navy Working Uniform for U.S. Navy personnel and Woodland Camouflage Uniform for U.S. Marine Corps personnel depending on the season and U.S. Marine Corps guidance. Flight suits are authorized.

NMCI access

Students desiring NMCI access while onboard NJS will need their CAC, NMCI password, and domain name. Access instructions will be provided.


Personal WiFi devices will have INTERNET access at NJS. A password will be provided by your course coordinator at the outset of the course.

Gate Time

With varying security measures in place at Naval Station Newport, please allow extra time when entering through the gate.
