In-Service Procurement Program
The Judge Advocate General’s Corps In-service Procurement Program (IPP) provides a pathway to commission as a JAG Corps officer for active-duty, enlisted Sailors.

NOTE: Applicants who utilized the FY25 NAVADMIN in preparation for their IPP application should review this year's (FY26) NAVADMIN to ensure compliance with updates on the program, its authorization, requirements and the applicable deadlines.
NOTE: FY26 IPP Applicants can anticipate officer indoctrination will include attending Officer Candidate School (OCS) to earn his or her naval commission.
IPP Applicant Pathways
Eligible applicants will apply to one of two pathways for the IPP.
Funded Law Education Option (FLEO): FLEO applicants are enlisted personnel, who if selected, will execute a fully-funded law education at an American Bar Association (ABA) accredited law school to earn a juris doctorate (JD) before being offered an opportunity to earn his or her naval officer commission.
Direction Commission Option (DCO): DCO applicants are enlisted personnel who have already obtained a JD from an ABA accredited law school and have been admitted to practice law before a federal court or the highest court of a state, a U.S. territory, the commonwealth of Puerto Rico or the District of Columbia.
Who Is Eligible
To be eligible for appointment in the Navy JAG Corps In-service Procurement Program (IPP) as a DCO Applicant
- be a United States citizen;
- be at least 21 years old and be able to complete 20 years of active-duty commissioned service prior to your 62nd birthday;
- be an active-duty enlisted Sailor or Navy Full-Time Support in paygrade E-5, E-6, or E-7 (time in service requirements are reflected below);
- be of good moral character and have no record of disciplinary action under the UCMJ, Article 15, no court-martial convictions, no civilian felony convictions, and no convictions by any civil court for misdemeanors (except minor ($300 or less fine) traffic violations) within three years preceding the fiscal year in which the selection board is held;
- hold a baccalaureate degree from an accredited institution at the time of the application deadline;
- meet the physical requirements for commission in the Navy; and
- have taken the LSAT.
Additional Requirements for DCO Applicants
- Must have served on active duty for not less than 2 years, and not more than 10 years, at the time officer training begins;
- Graduate of a law school fully accredited by the American Bar Association (ABA); and
- Admitted to practice and be in good standing before the highest court of a State, Territory or Commonwealth or the District of Columbia, or a Federal Court.
Additional Requirements for FLEO Applicants
- Must have served on active duty for not less than 4 years, and not more than 8 years, at the time law school begins (i.e., by the time you PCS to begin law school, you must have at least 4 years and no more than 8 years of active duty); and
- Must apply to law school(s) which meet the NAVADMIN requirements.
NOTE: Waiver for the time-in-service requirement is NOT authorized. For more details, please refer to Program Authorization 111A.
NOTE: Members of the Individual Ready Reserve or Selected Reserves serving on Active Duty for Special Work (ADSW), Active Duty for Training (ADT), one-to-three year recall, or Canvasser Recruiter duty are NOT eligible for this program.
How It Works
Interested and eligible personnel should review the requirements reflected in the NAVADMIN to complete the application package. In addition to the document requirements, IPP applicants must complete both a command screening interview and a JAGC structured interview before submitting the application. Additional information is provided below.
Applications must be complete and received prior to the stated deadline.
All complete and timely applications are presented to the Accession Selection Board, who will provide the Judge Advocate General with recommendations on selectees. Once approved, the selected IPP candidate will be notified and further instructions will be provided.
FLEO IPP candidates will remain on active duty, with pay and benefits, while attending law school and completing the bar examination. Obligated service is two full years for each year or part thereof in the program, in addition to any other obligation which the individual has incurred.
FY26 IPP Applicants can anticipate officer indoctrination will include attending Officer Candidate School (OCS) to earn his or her naval commission.

Application Process and Requirements
Generally, the application process involves the following steps:
- NAVADMIN Review. Review this year's NAVADMIN, in its entirety. Applicants should not rely on previous year application requirements or guidance in submitted an IPP Application.
- Complete a Command Screening Interview. This requirement is separate from and in addition to the required structured interview. This interview is convened by your current commanding officer (CO) or Officer in Charge (OIC), with at least (3) officers outside of your chain of command, who will access your potential as a Naval Officer. Such topics of the interview may include: Navy programs, service life, school experiences, personal interests, goals in life, current events, sports, family's attitude toward application, and any other suggested topic by a review of the application file. Results of the screening interview are documented on the NAVRECRUIT 1131/5, endorsed by your CO/OIC and submitted with your application to NavyJAGAccessions@us.navy.mil.
- Complete a JAG Corps Structured Interview. This requirement is separate from and in addition to the required command interview. The Structured Interview is conducted by two JAGC officers, asking a series of graded and ungraded questions, measuring responses against an established rubric. Your interview must be completed before the application deadline. The IPP Applicant is responsible for contacting the appropriate office to schedule your interview, either through the Regional JAG Recruiting Officer or the Direct of Recruiting. Applicants are encouraged to request the structured interview
at least one week before the deadline, to ensure availability. Your application will not be considered without a completed structured interview; results are forwarded via the interviewers - you will not be provided a copy. Additional guidance on how to request the structured interview can be found here. - Assemble and Submit a Package. Gather all required documents and reports. After reviewing the IPP Application checklist, scan all required materials with the check list. Submit a completed application package by the deadline listed in this year's NAVADMIN. LSAT Score Reports may be submitted via separate correspondence after the deadline but must be received prior to the convening of the selection board.
- For FLEO Applicants: FLEO Applicants must provide a list of all law schools that they have applied to or plan to apply to upon receiving new LSAT scores. Applicants must apply to at law schools which meet the criteria in the NAVADMIN. Applicants must apply to requisite law schools and submit a final list of all law schools applied to before the start of the Accession Selection Board. IPP applicants may only attend ABA-approved law schools that maintain an active Education Service Agreement (ESA) with the Naval Post Graduate School (NPS). The list of NPS-approved schools is updated annually and posted in the left sidebar.

Ambiguities: Where information differs between the NAVADMIN and Program Authorization, the NAVADMIN takes precedence.

Application Deadlines
The application deadline is provided for in the released NAVADMIN each year.
LSAT Score Reports and law school acceptance letters may be submitted via separate correspondence after the deadline, but must be received prior to the convening of the Accession Selection Board. No other additional or amplifying information will be accepted after the deadline.
