Master Chief Legalman Tegan G. Winters
Senior Enlisted Leader, Reserve Component Judge Advocate General's (JAG) Corps

Master Chief Legalman Tegan G. Winters is currently serving as the Senior Enlisted Leader of the Reserve Component Judge Advocate General’s (JAG) Corps. She was raised in Hanford, California, and graduated in 2023 from National University with a Master of Science Degree in Organizational Leadership, earning distinction.
Enlisted in January 2000, during her earlier active-duty career, she served as a Quartermaster, with assignments that included a Western Pacific Deployment onboard USS Camden (AOE-2) and work at the Navy Legal Service Office in Bremerton, Washington. She was accepted for conversion to Legalman and graduated from the Naval Justice School in October 2003. She was assigned to USS Abraham Lincoln (CVN-72) located in Everett, Washington. While there, she earned her Enlisted Surface Warfare and Enlisted Air Warfare designators. She embarked on multiple deployments and assisted in the Tsunami Relief. Her following command was the Region Legal Service Office (RLSO) Southwest Detachment Lemoore. While working at the RLSO, she volunteered for an Individual Augmentation assignment with the Office of Administration Review for Enemy Combatants, located in Guantanamo Bay.
Winters ended her active-duty Navy career of more than 11 years on June 16, 2011, and then transitioned to the Navy Reserves on the following day. Her assignments included the Navy Reserve (NR) Center in Lemoore, California, and the NR Legal Service Office (LSO) in Alameda, California. She also served as senior enlisted leader of the NR RLSO Hawaii unit and the NR Naval Justice School unit. In addition, she held the position for three years as the senior enlisted leader for the Southwest Reserve Component Legalman community.
Additionally, she has volunteered for multiple active-duty operations support assignments. She served as the staff Legalman with Naval Construction Group ONE, and force Legalman with Commander, Navy Reserve Forces Command. Lastly, she held the position of deputy Reserve program director for the Reserve Component Judge Advocate General Corps for three years.
Winters’s awards include the Meritorious Service Medal, Navy/Marine Corps Commendation Medal (four awards), Joint Achievement Medal, Navy/Marine Corps Achievement Medal (three awards), and various campaign and service awards.
