Volunteer Income Tax Assistance (VITA)

VITA sites provide service members, their dependents, and all other 10 U.S.C. § 1044-eligible taxpayers free electronic self-service tax filing assistance through the Military OneSource MilTax and Free File Alliance programs online.


The Navy's VITA program provides free tax filing assistance at select locations around the world. To find a VITA location near you, visit


In general, VITA is available to the following:
  • Active duty U.S. military and their dependents
  • Retired members entitled to retired/retainer pay and/or military disability and their dependents
  • Following release from active duty orders for 30 days or more, members of reserve components are eligible for a period beginning on the date of release from active duty and continuing for a period equal to twice the length of the period served on those active duty orders and their dependents
  • 20/20/20 spouses/dependents receiving transitional compensation
  • Spouses, former spouses and children who are victims of abuse by members losing the right to pay under 10 U.S.C. § 1408(h)
  • Dependents of members separated for dependent abuse consistent with 10 U.S.C. § 1059

  • 2019 State Tax Guide – This guide is intended as a reference for U.S. Military VITA programs. It is not a comprehensive legal analysis of state tax law; rather, it provides basic information and contact points for each income-tax-levying state. Sites should contact state assistance numbers, or use state websites, for further information. As part of its mission, Navy Reserve Civil Law Support Activity 106 sourced and compiled the 2019 State Tax Guide.
