Naval Legal Service Office (NLSO) Mid-Atlantic
Mission
NLSO Mid-Atlantic is a customer service organization that supports fleet operational readiness by providing high-quality legal services to Sailors. Our areas of practice are military criminal defense, civil legal assistance and income tax preparation. We provide legal services to active duty Navy, Marine Corps, Army, Air Force and Coast Guard service members and their dependents, reservists on active duty for 30 days or more,and retirees, as resources permit.
Area of Responsibility
NLSO Mid-Atlantic primarily assists service members in Hampton Roads, Va. Our geographic area of responsibility includes Virginia (except the Washington, D.C. area), North Carolina and West Virginia. In addition to our headquarters on Naval Station Norfolk, we operate branch offices at Little Creek Naval Amphibious Base in Norfolk, Virginia and Naval Air Station Oceana in Virginia Beach, Virginia.
Telephone Policy
No legal advice to a prospective client may be given over the telephone or through third parties calling on behalf of the prospective clients absent exigent circumstances, such as when dealing with clients at remote locations. Service members who are unable to come to one of our offices should call the office for further guidance.
While we do not provide legal advice over the telephone, our receptionists and staff are in the office from 0800 to 1600, Monday through Friday, to help with emergencies or connect you with your detailed military counsel if one has been assigned to you.
Legal Services Provided
Legal Assistance
The Legal Assistance Department, located on the first deck of Bldg. A-50 aboard Naval Station Norfolk, has a dedicated entrance located at the rear of the building, adjacent to Pocahontas Street.
Legal assistance is handled on an appointment basis, and attorneys are available to see clients Monday through Thursday. Clients must be in the uniform of the day and provide proof of eligibility for services by showing a valid military identification card upon check-in. Appointments are made up to two weeks in advance. You must arrive 20 minutes prior to your appointment to check in or you will not be seen. If you need to reschedule or cancel your appointment, please give at least 24 hours notice by phone.
No children are allowed at the Naval Legal Service Office for any reason. This is for the safety of your children and our staff. Please make arrangements for the care of your children if you have an appointment. If you arrive for your appointment with children, you will have to reschedule.
Appointments are normally available from 0800-1530 Monday and Wednesday, and 1300-1530 Tuesday and Thursday. Please call (757)341-4491 to schedule an appointment.
Walk-in Services are for emergencies and family law issues only:
- Emergency walk-ins are accepted from 0800 – 1600 Monday through Friday and are determined by department head. Please call (757) 341-4489 in advance.
- Family Law walk-ins (e.g., custody, divorce and separation) are accepted Tuesday and Thursday from 0740 – 1100.
- Notary and Power of Attorney services are available 0800-1530, Monday through Thursday.

Once the road reaches the water, make a right to stay on Amphibious Drive and continue east over the bridge. Make a left on Nider Boulevard, and then a right on Gator Boulevard. Continue past the McDonald's. Our office is located on the left in building 3370, which also houses the USO office. The entrance to the Legal Service Office is on the east-facing (right) side of the building.
